Ecuador
Ecuador emphasizes integration across ministries in its approach to security. Like Mexico, it has a national security plan that is derived from its national development plan. The latter, called âLiving Wellâ (buen vivir), was created in 2009 by the government of Rafael Correa. Reflecting the emphasis on a whole-of-government approach integrating law enforcement with the economic and social elements of security, it uses the term âIntegral National Security Planâ (Plan de seguridad nacional integral).
By contrast to many other countries in the region, Ecuador also has a dedicated ministry to coordinate the efforts of other agencies of the government in that respect. That organization is responsible for writing the integral national security plan, as well as for ensuring that the supporting plans of each relevant ministry are consistent with it.
